Affordability is not the same as a low advertised tuition figure, and treating them as equivalent leads candidates to the wrong college regularly. What matters is the total you actually pay across the whole programme, after every concession and scholarship you qualify for, including everything that sits outside the tuition line — and that number can rank colleges quite differently from the way a fee table does. Three things do most of the work. The first is programme length and residence: a four-year degree with compulsory hostel at an outlying campus can cost more in total than a shorter or city-based programme with a higher headline tuition. Maharashtra operates an EBC concession on a family income basis for open-category candidates, and central and state scholarship and freeship schemes for SC, ST, OBC, SBC and VJNT candidates that at a government or aided college can cover most of the tuition. Minority scholarships run separately. A candidate who qualifies for one of these and applies within the window pays a small fraction of the published figure — and a candidate who qualifies and misses the window pays all of it. The windows are separate from the admission calendar and usually earlier than expected.

Compare the total interest cost over the full repayment period, not the monthly instalment. A loan that takes several years of early earnings to clear is a real constraint on the choices you can make afterwards, and the honest comparison between two colleges includes it. A college you can attend without borrowing is worth a meaningful step down in ranking.
